"Scarf Girl" is always nearby when things are happening with the Heroes, mostly by chance - or is it?

Katsura Masakazu - who designed all of Tiger & Bunny's characters - said he was suddenly asked to design "a mori girl who's always at the crime scene" but even he doesn't know why.
