Plot[]
Its been 10 days since the first NEXT riots and the news report that almost 300 NEXT went wild and are arrested by the police. They believe that the X is an infectious disease, which makes both NEXT and non-NEXT to live in fear, and that there are also riots and protests against the NEXT. Tiger states they will need to work ever harder. Barnaby recalls his conversation the other day with Tiger, where he told him he won't be using his power for a while.
Gregory and Sigourney meet up. Gregory notes that he can't believe they ended up teaming up. About a month ago, Gregory was living as a drunkard on the street. He was about to attack a woman, but the police saw him and arrested him. Sigourney then shows up, which shocks him as he recognizes her from the lab and tells her he won't give her the drug if she does something to him. Sigourney tells him he has two options. He can remain arrested and spend his time in prison or if he cooperates, she will let him live as he wants.
Gregory guesses that Sigourney is from Ouroboros, which surprises him as he was thinking they are just some gang, yet they power extends to police and prisons. Sigourney states its not just that and that Ouroboros controls everything in the world. He wonders why they want NEXT and non-NEXT to fight, but guesses its to get richer by selling weapons. Sigourney confirms that influencing the economy is part of it, but those on her rank don't know what the leadership plans. She tells him they will continue working for a while and what their final goal is.
Tiger hears on the news that a NEXT evacuation policy was established and the government decided to evacuate all two million NEXTs to a designated location. The NEXT will be evacuated in four days, block by block. As they start with Oriental Town, Tiger calls his daughter, but his mother picks up and explains they are in line for the checkups, and since Kaede is a minor, she is going as her guardian. While they speak, Tiger gets called for a meeting.
Yuri tells all the heroes that the government ordered suspension of all superhero activity. They fear that if there is a virus affecting the NEXT, the heroes are a threat to non-NEXTs. The heroes disagree as the virus is just a rumour, however at the moment no one can prove or disprove the virus. Yuri proceeds to explain that they are not allowed to arrest criminals and will be evacuated with the rest of the citizens. One by one, the heroes hand over their devices and hero suits.
The next day, the heroes hear a news report that yesterday another X riot occurred. The also announced the superhero suspension, which resulted in uptick in thefts, robberies, and other crimes. Agnes explains Mary that if the heroes act now, they will be considered rogue heroes, which is against the law. In the past, there were many rogue heroes, but most ended up seriously injured or even killed. And this is why the superhero system was created to protect NEXTs. The heroes then spend their time waiting for the evacuation and wondering if they will be heroes again.
Yuri often has visions of his father Mr. Legend. His vision asks him why he didn't debut as Lunatic and wonders is its because he thinks he won't be the ideal son his mother wants if he commit murderous acts. Yuri gets angry and yells at his vision to shut up.
Tiger tells Barnaby that he will be evacuated at the same place Kaede is. He wonders if they will still be buddies even though they are no longer heroes. Barnaby finds the question stupid as Tiger should already know the answer, but still confirms it. Leaving the building, a reporter sees them and asks them to comment on the suspension and they confirm they can't arrest people. Meanwhile, Thomas goes to Black and informs him that he decided to stop being a hero.
Elsewhere, Gregory enters the Kaede's NEXT evacuation zone under a fake name.
